sort "b" and "a" on same row

is there a formula in excel to take 2 columns of names(some unique some duplicates) and sort columb "b" so the duplicates are in the same row as "a" and the rest start after the dups?

Gary, how about putting the following formula in column C and then perform your sort on that column?
=A1&B1
