Does any body know how to find the 1st, 2nd ,3rd and so on reccouring number in a range of cells

I am trying to make a selection of lottery numbers 1-6 base on the most number of times reoccuring numbers are draw.

1. List the base numbers in column A:A (e.g.,
A1=1,A2=2, etc.)
2. Enter =COUNTIF(range,A1) into cell B1 where
"range" is the cell range containing picked numbers.
3. Copy down the formula entered at step 2

The Texas State Lottery has procedures to insure
that picks are random. I'm sure other states do
as well. You're efforts are probably unnecessary.
