Relative Reference

When I record a macro, a toolbar used to pop up with a button to stop recording, and a button for relative references while recording.

Now, this toolbar doesn't appear, and I only know it's recording because it says 'Recording' at the bottom left of the screen. It wouldn't be that bad, but now I can't record a macro using relative references.
