Would anyone have a way to do this in one formula, come up with 5 in one formula? Rather the sum the occurrences.

Copy formula down without changing references
If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.
Or the following array formula ...

=COUNT(IF(A1:A9>=2,IF(A1:A9<=5,IF(B1:B9>=30,IF(B1:B9<=40,A1:A9)))))
