Floor and Ceiling Options - PLEASE HELP ME

Hi,

i have a Timesheet that my employees are entering their time in. Is there are away to have time entered in to round up and round down. Currently it is rounding down with this formula =Floor(1+Mod(c3-B3,-1)1/96). For example if an employee enters in the time of 13:08 it calculates it as 13:15 or if the employee enters in the time of 13:07 it calculates it as 13:00.

Can anyone PLEASE help me. I have been banging my head against a brick wall all morning (got any tylenol).

where A1 houses a time value like 13:08.
