Alt Keys not working in Excel 2010

I have recently received a new computer with Excel 2010 installed on it. For some reason the Alt keys to insert bullets into a cell are not working.

I've tried Alt + 4, Alt +9, Alt +0149, etc.... Nothing seems to work. Alt + Enter does work for the carriage return inside the cell but the others do not. I know I can insert a symbol and get the same thing but for speed and efficiency purposes, I would prefer to get the alt codes working! Any suggestions or ideas would be a huge help!!

Excel Facts

Is there a shortcut key for strikethrough?
Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
Are you using the numeric keypad? It won't work with the numbers on top, just the numeric keypad
Alt-7 will put a bullet in the cell.

Yes I am using the numeric keypad and the number lock is on. I have no idea why it would not be working.
