Excel Hyperlink and =IF formula in Excel 7

Here is an =IF( formula using Excel 7

=IF(A20<10,HYPERLINK("http://www.oakton.edu"),"")

Cell A20 is where a numeric quantity is typed in and the Excel check mark is left clicked. Once cell A20 has a numeric value of 9 or below then the URL of a website such as "www.oakton.edu" is displayed. You then must click on that URL to make it execute.

How can one make a hyperlink URL auto execute with no clicking on the URL address ?? No mouse usage whatsoever - the key word is auto execute without any human intervention.
