Can't delete excel file "because the file is open in another program"

Hello,

I'm having a huge problem with a shared workbook that is being used by a few people at my office. I created a template which is used to SaveAs a new workbook each day. This workbook is shared and was working fine up until a week ago.

Now every time a second user tries to open the workbook, it forces them to view as read-only and they can't save their changes... which is the whole point of using a shared workbook. So I'm trying to go back and clean up the copies or copies that people have saved, but they are still locked as if someone is in them. (No one is.) I'm getting the following error:

"The action can't be completed because the file is open in another program."

I've tried clearing Open Files, but it's already empty and these workbooks are housed on a shared network drive, so I don't exactly have admin over the whole thing though I'm in charge of managing it.

Any help would be extremely appreciated!

Ctrl+1 (the number one) will open the Format dialog for whatever is selected.
Sometimes, if you have an abnormal end (like someone having a file open and then then losing power to their computer), it still thinks that someone has the file open. Rebooting the server that the file resides on often releases those false "locks".

By the way, shared workbooks are evil, problematic little things that most of us avoid using. They are prone to corruption.
