High average with not the lowest score

Hi,

For example:
A game played by three person.

Person A played 67 times and score 3303. So average is 49.
Person B played 325 times and score 6088. Average is 18.
Person C played 24 times and score 1838. Average is 77.

The objectives are to choose a person who is good and can score well, not the best person but lack persistent and not the most persistent person but lack of performance.

Is there a formula that can calculate who is the person with high average and not the lowest score?

Please help.
