Filter to show same row even when criteria changes

Hello!

I'm trying to figure out how to show the same row when different criteria are used in the same column. It's a little hard to explain clearly what I'm trying to do so I'll just use an example.

Say I have big spreadsheet with thousands of rows that refers to projects that takes place in different years, and I need to track their progress every year. Some projects start and end in the same year while some can take several years to complete. One of them, Project A, takes place between 2014 and 2017 - and I usually filter by year to see what project is happening this year. If I had a value of 2017 as the completion year, my filter for this year (2015) will hide the project. What I'd like to do is when I filter by 2015, the project with date between 2014 and 2017 will show up, and same thing when I filter by 2016 and 2017.

I'm probably overthinking this too, so any suggestions are welcomed.
