Customized Transpose vertically

i need to transpose data as within the examples below as i have the original data as given within the first example and need to transpose it as given within the second example ,
as i need the "SIZES of 35-36-37-38-39-40-41" to keep repeating while the given numbers are changing as within example #2 below .
