Permanent reference to a data cell

I am wondering if there is any way to have one cell permanently referred to another cell even if that cell is Cut and Pasted elsewhere. For example if the formula in cell B1 is '=A1', but I subsequently cut and paste A1 to A3, I still want the formula in B1 to be '=A1' rather than following the cut and paste and becoming '=A3'.
