fill down not working

Question:
How come sometimes when I double click the small black cross at the lower corner of active cell it will fill down the colum and sometimes it won't?

There needs to be data in the left or right column of where you're double clicking for Excel to realise you want to fill down. Is this the case?

Yes I do have data in its the right and left columns, but it still doesn't work
