Is there any way to eliminate the pop up Warning message, when I send someone a workbook with a macro. The message pops up when they click to open the workbook.

very very common question i would sufggest search this site as well documented. BUT... set macro ewarning to lo this will stop the message as wkbk opened, I DO NOT RECOMEND THIS AS ITS A WARNING TO CHECK SOURCE AND SHOULD YOU OPEN also buy a signature from MSoft to digital sign the WkBk so will open thats about it... a pain but i say valid evil as if you on LAN should all ok but Email of floppy.. be careful hope that some comfort we all suffer at other nasty ideas...

Unfortunately no.
there is an option under Tools>Option BUT this is reset at the network level by administrators. The reason why not is that a lot of viruses are passed around like this (well, lets face it there are viruses). Sorry!
