Arrow Keys Disabled

All arrow keys on my computer have been disabled in Excel. It is not the keyboard and I tried the famous "turn it off and turn it back on advice". Is there some configuration or setting that I can enable these keys with?

Are there any macros in your Excel workbook? Do the arrow keys work in other applications? Like Word or anything like that? (Quick test: Open Word, then click on the margin marker in the top ruler. Hold left mouse button down while hitting left and right arrow keys, to move the margin)

It could be that someone has set up a macro to disable the keys.
