Chart with graphics

I'm trying to chart the number of active accounts by city using a transparent gif image of the county as the chart background. I'd actually like to reposition each data point to match the city location.

I don't think this is going to work and maybe I'll have to just use the image on a new worksheet and manually place the city name and count by cell.

Any ideas would be appreciated.

could you resize your row heights and column widths to something small, ie giving you a grid....

and then work out the grid references of your cities in question

then conditionally format those cells so as to blacken when a condition is met from your data range ?
