Inheriting formulas in inserted rows

I have the same formula in each cell of a column. The formulas use relative cell references. Operators often insert rows. Inserted rows do not automatically inherit the formula from the cell above. Can I make this automatic?

If they insert rows, no. But if they add rows and use the built in Data form (Data>Form), excel will automatically copy formulas down. Also formatting if that option is selected in the Tools>Options dialog.
