What does a $ sign in a formula mean? For example, $45$+$78$

When you copy or move the formula, it will always reference those cells. Absolute cell reference.

$ signs are used to construct absolute and mixed references. Actually, $45$+$78$, is nonsensical. However, $45:$45, would be an absolute reference to row 45. When you're copying and pasting formulas on a worksheet $ signs behave as though they were anchors.
