lookup formula

Hi, I am looking for a single formula (I can probably jib things around to make a VLOOKUP work)

I have 4 columns and I want to have a formula that changes col 4 to col 1 based on col 3, I'll give you an example...change 7001 (col 4) to Chair of Board in row's 2,3...and change 7003 (col 4) to Chief Officer in row's 4 - 8...etc etc

Chair of Board Administration 7001 1
Board Member Administration 7002 7001
Chief Officer Administration 7003 7001
General Manager Administration 7004 7003
General Manager Administration 7005 7003
Manager Administration 7006 7003
Manager Administration 7007 7003
Manager Administration 7008 7003
Manager Administration 7009 7003
Manager Administration 7010 7003
Manager Administration 7011 7003
Admin Support Administration 7012 7011
Nurse Nursing 7013 7011

remember.. the people assisting with posts in here know what they are doing(except for me). you will find you will excel further if you have one person working on your problem rather than 3 different posts, and 5 million differrent opinions.
