Are you sure you don't mean the Menu bar or Tool bar?

The Excel Titlebar is gone..

Delete all *.xlb files on your computer and *.pip files on your computer.

PIP files hold most recently used commands list. It basically goes hand-in-hand with the XLB file, except the XLB file holds the toolar configuration, minus the most recently used commands.

I did what you said, but still the Excel titlebar is gone...

Close Excel. Goto Start - > Run - > Excel/s (Excel safe mode) See what happens when you are in Excel safe mode.

Solved... Screen was maximized and the close-window was gone beserk... by deleting the files you stated the close-window returned and i made it normal view...
