autofill handles gone

When i start Excel normally my autofill handles are gone, when I start Excel in the safe mode the handles are there..

How can I repair my Excel that i see the handles when i start Excel normally..

(Uninstall and install again does not work)

Please can anyone help me?

Assuming this is a brand new workbook, and you have NO files in a folder on your hard drive called XLSTART, follow the directions here:
