I have created two custom buttons that run two different macros, that are only specific to one file. However, when someone else goes into the excel file, the buttons do not come with it. They would have to create these custom buttons themselves and configure them for each specific macro. Is there a way that when the excel file is opened, that the buttons automatically are available?

You need to build your toolbar within VBA.

You can draw buttons right on the sheet. View - Toolbar - Drawing. Now go to the bottom and click on autoshape. Click on any shape (shape is now in memory) and click anywhere on the sheet itself and the button is now there! Format it as you like by right click on the button to get the menu and assign the appropriate macro to it.
