Draw a base line to bar graph

Hai ,
How i can draw a base line to the bar graph.
Sample Data :
10,3,4,7,9,2,7,8,4.99,3.33 For this bars can be drawn but in the graph, Some red line should be drawn at 7 to know which are excedding the limits.

Provide some sample data and your chart's SERIES function.
