need help with lookup()

I have a formula but it is grabbing the last 1 instead of the first
HERE IS FORMULA =lookup(1,E6:E203,C6:C203)
example:
in my cells I have
1<---------NEED TO GRAB THIS ONE

1<---------GRABBING THIS ONE
2<---------NEED TO GRAB THIS ONE

I need a formula to grab the first number in that column.

I don't know what the values are in range C6:C203, but I believe, it is the setup of values in that range that is forcing the specific selection. See the worksheet simulation

what the worksheet shows is that if I my LOOKUP value is 1 from range E6:E203, I travel down from E6 till I find a value no more than 1, and then I lookup in the corresponding row in column C, so in this case I picked up 1.4

I had to make these values different from 1 to make the point

try this instead:
=INDEX(C6:C203,MATCH(1,E6:E203,0))
