data labels in chart

Hi. I have a simple scatter plot based on two columns of numbers, and each point represents a specific town. I have made a chart with the dots, but can't seem to figure out how to label the points with their town's name. For example, I have 200 towns, cancer incidence, and cancer mortality rates. I have Mortality/Incidence plotted for each town (200 points), but would like to have each point labeled with the town name on the chart (it will be a very big chart). No one seems to know if this is doable.
