Date Formula (Repost)

In column A1 I have an expired date of 8/4/01; in column B1 I have a notification date of 7/25/01 (to notify 10 days before 8/4/01).

Problem: I need a formula for each time I open the spreadsheet the notification dates are alerts, prompts, or reminders for myself.

Question: What formula(s) would I use to make the notification dates (7/25/01) stand out as alerts, prompts, flashing/blinking text, or reminders, besides making the font bold, colored? Can Excel do this or do I need another spreadsheet application?
