Stupid question about percentages and negatives

I have three columns.
Column A has actual Sales
Column B has budgeted Sales
Column C has the variance as a percentage.

If I use a standard formula when I get to customers where there have been no sales, but there is a budget my formula does not work (#div0) What formula can I use that will return Column A variance against Column B, and will also calculate a negative variance, and also not return a (#div0) when there have been no sales

=A1/B1 - 1
and format the cell (C1) as a percentage.
