Custom Toolbar I created won't stay where I want at top of screen???

I have created a custom toolbar and attached it to my workbook. I have also gone and inserted code to add and delete it so it will only appear in this workbook. My problem is that the custom toolbar always shows up in a funny place at the top of the menu bars and half of it is always hanging off the screen. How can I "lock" it into one place???
