Mouse wheel in Excel 2000

I've recently updated my mouse and have found the wheel very nice for scrolling. That is until this circle with four surrounding arrows pops up. I assume this is for quick navigation, but I can't seem to get ut of is without a Ctrl+Alt+Del. Where can I find out info on how to properly use or turn it off. Thanks,

Hi Frank

You should just need to click the wheel like a button. This should toggle it.
