Prevent worksheet/workbook from being copied

I know that I can protect the workbook and/or worksheet and no changes can be made to that, however, just because I have protected it doesn't mean that someone can't simply rename the file and make all the changes they desire. Is there a way to prevent this from happening? Any response would be appreciated.

If a worksheet/workbook is protected, copying or renaming does not unprotect it.

Do you mean that you are copying cells (not the sheet or the workbook) and pasting somewhere else?

No, I am copying the entire workbook or worksheet. My problem is that if I send out something I don't want to have changed (I have 9 Branches I work with)even though I can protect it they can copy and/or rename it and make any changes they wish. If you were to do this in Word the protection stays with the file. Why isn't this the same in Excel. HELP!!
