Where is the scroll bar?

a friend's computer has the horizontal and vertical scroll bars missing. the only way to 'scroll' up & down, left & right is to use the arrows on the keyboard.
under Tools->Options->, the Horizontal Scroll Bar and the Vertical Scroll Bar checkboxes are BOTH checked!!! what's going on?
does anybody have any advice? thanks in advance.

He has them turned off!
Just select the menu bar: Tools-Options, select the tab "View" and check the boxes for the scroll bars. JSW
