Add command to toolbar

Is there anyway to add a command that would be the equivalent of the comma command, but with zero decimals. I want to avoid a writing a macro since this command should appear in all workbooks, everytime excel is opened and I don't want the user to have to have another workbook running with the macro.
Is this possible?

If you just save the macro to the Personal Macro Workbook (personal.xls), instead of "This Workbook", it will be available to all workbooks whenever you start Excel.
