Given data for one dependent and two independent variables, is there a method to create a 3 dimensional scatterplot with this data?

Read M is for (Data) Monkey book by Ken Puls and Miguel Escobar. It is the complete guide to Power Query.
Keep in mind that 3D charts are generally difficult to read, and 3D scatter charts are also difficult to produce, even with some of the tools mentioned. It may be useful to show the data in 2D, perhaps using several charts to show different views of the data.
