A non-VBA way of doing this

This is an excerpt of a costing model. The drop down list has 2 options, when Proj B is selected a cell displays the message that extra hours are needed to resource it. Once the extra hours required are entered in cell C4, if Proj A is later chosen to examine other scenarios then C4 still contains a number. Is there a way to re-set cell C4 so that it will be empty if the user chooses Proj A? Looking for a non-VBA way if possible, failing that maybe another way to set this up?

Thanks Mike, I think that goes some way to resolving this, I'd like cell C4 to be empty though without a number if Proj B is changed to Proj A but am guessing that it can only be done via VBA?
Thought there might be some workaround but have experimented for a while and still coming up empty.
