"A user has restricted values that can be entered into this cell"

I have created an invoice form with drop down menus. I then have a macro that saves the form with a new name, increments the invoice number, and clears the original. When I open the new invoice file created by the macro, I cannot change the information in the cells with drop down menus. I get the message above when I try to change them. Is there any way to unrestrict this? I can change the information in all other cells. I need to be able to go back into them and add new lines, including the drop down cells, throughout the week rather than saving them all up for the end of the week.

Do you need more information to answer this question?

If writing INDEX in Func. Arguments, type MATCH(. Use the mouse to click inside MATCH in the formula bar. Dialog switches to MATCH.
If you created the The Invoice, you would have set the Dropdown settings to exclude certain data !
Go back to the Data Validation settings and adjust to suit.
