Able to Hide unhide row with vba if only top row is partially unprotected

Hi all.. just a quick question. I have a sheet where I use a macro to hide and unhide columns H : M.
The sheet is protected except row 1. I've found that I can still use the macro to hide and unhide rows H:M when all other cells in the
sheet are protected (locked). I also found that I can lock some of the cells in row 1 and the macro still works.
I'm a little confused as to why, I've always thought that hiding and unhiding was not possible in a locked sheet (well mostly locked).
Was I mistaken to think that?.... and I haven't been able to work out any rhyme or reason as to why I can only lock some cells in row 1 and the macro still works?
