Absolute Cell reference across sheets?

I am attempting to use data validation lists, but when I copy and paste to another sheet(via VBA) the cell shows absolute but not the sheet reference?

I am using a data validation list on the sheet "LAYOUTS"
the various templates I am using are also included on this sheet
while I can write the formula as absolute to row and column
I cannot write the formula as absolute to the SHEET row and column
(This is needed for VBA i use to easily change template types on main page)
Suggestions?
(PS I have tried adding sheet name with! to formula but it will not accept when the name is the same sheet)
