Absolute Cell Reference Problem

Hello Everyone:

I am new to Excel.

I have a spreadsheet where:
1. Cell C6:G6 are equivalent to 3,4,5,9,12 years respectively.
2. Cell B7:B17 are equivalent to 2%, 3%, 4%, 5%, 6%, 7%, 8%, 9%, 10%, 11%, 12% respectively.
3. Cell B3 = 25000 ( Loan Amount)
4. Forumla for cell C7 is
PMT(B7/12, C6*12, -B3) which returns
718.11

Now I have to modify the formula for cell C7 by entering absolute row & column references for all values.
I highlighted cell C7, pressed F2 to change to Edit mode and then pressed F4. Pressing F4 changes the formula to PMT(B7/12, C6*12, -$B$3)
After that I dragged the fill handle of cell C7 to cover all the values. But it doen not work. Don't know what I am doing wrong. It o nly works for cell D8 and values from C8:C17.
For other cells it gives #NUM!.
Can somebody tell me what I am doing wrong.

The formula in C7 should be:

PMT($B7/12, C$6*12, -$B$3)

You haven't locked the column for the interest rates and the row for the years that causing the error
