Add an 2-axis, but same y values

I'm trying to add a secondary x-axis, but the secondary is paired
I.e (0, water) (1, 2%) --- both these values should be on the x-axis.

Does anyone know how to do this?
I need it to look like this.

What type of chart? Bar, Coloumn, XY?

can you provide a dataset and a picture?
