Add "comment block" & "Uncomment block" to Excel menu?

I recently had to reset my menu to factory default. When I tried to re-add the icons that comment and uncomment a block of code, I choose View from the menu and did not see a "Toolbar" option. I right-clicked the toolbar and chooser Customize the Ribbon but found no Edit option in the resulting box. Do I need to click something in Trust Settings? I retired from daily development work a few years ago but don't think senility has set in yet.

Copy PDF to Excel
Select data in PDF. Paste to Microsoft Word. Copy from Word and paste to Excel.

Then Add or Remove Buttons > Customize > Commands tab > Rearrange Commands > Select Toolbar: > Add > Edit category > Scroll down on the right until you see "Comment Block", select it > OK.

Easy, right?
