Add New Row with Conditional Formatting and Drop Down List with button?

I have a spreadsheet with columns A to K. Column K is to record the Status. In the first row below the heading (K4) I've added a dropdown list with the 5 different status choices, this status is recorded in L4 as a number. I've then added conditional formatting that looks at the value of L4 and changes the fill colour of cells A4:K4 depending on what the number is.

So far so simple.

What I want to do is to create a button that would automatically create a new row, based on the same formatting as row A, minus any data that has been added, but that also adds the dropdown list and replicates the same conditional formatting but obviously now looks at column L for the value in that row. I cannot figure out how to do this. Any ideas?

Format cells as date
Select range and press Ctrl+Shift+3 to format cells as date. (Shift 3 is the # sign which sort of looks like a small calendar).
