Adding a "limit line"

I have a bar/line chart on 2 axis. My left axis tracks budget/actual numbers while my right axis tracks % completion numbers. I would like to add a "limit line" at the 90% level to show the standard that must be met. Is there an easy way to do this other than just using the drawing tool and drawing a line. Thanks.

You could add that value in another column, and add to chart. Then select it and put it on the secondary axis. That way you can change it without working on the chart directly or with drawing tools.

(I would probably put the value in say Cell C2, then in the cells below put this formula:

=$C$2

That way you only have to change cell C2 to get a different line.
