Adding Comments in a Locked Spreadsheet

I have distributed a Locked Spreadsheet to some of my coworkers.

Some of the cells in the Protected Spreadsheet are unlocked, so that the user can change the values.

However the user is not able to insert comments on the unlocked cells, does anyone have any advice how I might be able to allow inserting comments?

From Excel 2002 onwards (maybe earlier as well?), when protecting the sheet, you can select "Edit Object" in the "Protect Sheet" dialog and this should allow the users to insert comments. Is that what you wanted?
