Adding data in a row based on criteria from another

I am trying to add data in one range based on criteria from another. For example, I would like to add all data in Row 2 where Row 1 is less than or equal to 3

A B C D E
Row 1- 0 1 2 3 4
Row 2- 1 1 1 1 1

So, A2+B2+C2+D2 but not E2

I cannot seem to figure out how to do this. Can anybody help me out, please.

Excel Facts

Quick Sum
Select a range of cells. The total appears in bottom right of Excel screen. Right-click total to add Max, Min, Count, Average.
Maybe I didn't fully understand what you want but try something like this

=IF(A1>3,"Bigger than 3",SUM(A1:A2))

Sorry, that example looked terrible.

I need to create a formula that will lookup the values in Row2 that correspond to values in Row1 that are less than 3 and find the sum of them.
