Adjust scale on y-axis (scatter point)

I have a scatter point chart with a maximum of 40 but I want it to be 35. Can't seem to get it to change. Any ideas?
 

Excel Facts

Copy a format multiple times
Select a formatted range. Double-click the Format Painter (left side of Home tab). You can paste formatting multiple times. Esc to stop
On your chart can't you click on the y-axis then format axis. Uncheck auto and set the max scale you want it to be (35).

Is there a way to put a median line on the chart as well. I want to see the median so then I can look at who is meeting a requirement and who isn't. Thanks again!
