Adjusting Cell Size in Protected Sheet

In formatting my cells I have chosen to hide the formulas but unchecked the box to lock the cells. I then added protection to the sheet. However, the rows and columns sizes cannot be adjusted.

Is there a way to protect the formulas in the sheet while still giving the user the ability to adjust the row and column size?

Whats the difference between CONCAT and CONCATENATE?
The newer CONCAT function can reference a range of cells. =CONCATENATE(A1,A2,A3,A4,A5) becomes =CONCAT(A1:A5)
When protecting the sheet just have the format columns checked and select unlocked cells. and if yo like to allow users to format rows you would check the format Rows aswell see image attached
