Attention, is not that simple ... I need this type of calculation to determine a useful range of a comparison of this kind in more than one formula:

When the +/- is on the LHS of a less-than comparison , you don't need to test the minus part since m - n is always < m + n (when n is a positive number). So, you can just use m + n.

Similarly, when the +/- is on the RHS of a less-than comparison, you only need to use m - n.

Put together the final result with Excel's AND() function.

Yes, your reasoning is a good and i know it too, but I need this calculation to test a range:

10 +/-3 < 24

13< 24
7 < 24

13 - 7 = 6

6 is 25% of 24

this variation is accettable for me... if was 27% is not more accettable.
There is a way to calculate 10 +/- 3 in excel?
