ALL not working as expected

Hi All,

I am having trouble with removing a filter context with ALL. Formulas below:

Member Count = COUNT('MEMBERSHIP'[Member Number])
test = CALCULATE([Member Count], ALL(Dim_MemberCategory[Headline Category]) )

The tables are related by another column, [Fee Category] in both tables.

The figures are coming out the same, I'm going a bit mad. What am I doing wrong. I can upload the pbix if needed.

Any help appreciated.

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
Stand down everyone!

It turns out I had sorted Dim_MemberCategory[Headline Category] by another column so had to include that in the ALL.
