Allowing Excel row to be able to edit based on user

So i have a table of data. With one coloumn saying "team name" and other coloumns. This is hosted on Sharepoint site and workstreams will be constantly added to this table. What i want is only users who are in the office user group of that team name so for example "Tax" team under team name coloumn only allowed to edit that whole row of data if they are in the user group of that taxteam@company.com. I know there is "allow edit ranges" option "Review" tab in excel where i can enter user groups & user groups from company. Is this possible to input something into the "Refer to Cell" box. Please see image. Or another way i can achieve this without passwords?
