An impossible formula???

Is this even possible? I am looking to format a cell based on two conditions, but I dont think it can be done? LookUp a date or fist non-empty cell and then compare the values to see if it is less than or equal to 80% of the target...
MsgBox ActiveSheet.Range("A65536").end(x1up).address
Displays a message box with the first nonempty cell, but what about in a range? I am trying to find bits and peoces and then force them together...
Any suggestions?
How do I look up the current month and then shade the box red if the current month APC or PPC is less than 80% of my target total (PGA)? I can change each month red via the conditional formating; however, I need this box to turn red.

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
